Editorial: Baldwin, LaFontaine and Responsible Government

The BaldwinLaFontaine government of 1848 has been called the “great ministry.” In addition to establishing responsible government, it had an incomparable record of legislation. It established a public school system and finalized the founding of the University of Toronto. It set up municipal governments and pacified French-Canadian nationalism after a period of unrest. Responsible government did not transform Canada overnight into a fully developed democracy. But it was an important milestone along the road to political autonomy. Most importantly, it provided an opportunity for French Canadians to find a means for their survival through the British Constitution. The partnership and friendship between Baldwin and LaFontaine were brilliant examples of collaboration that have been all too rare in Canadian history.

Canada West

In 1841, Britain united the colonies of Upper and Lower Canada into the Province of Canada. This was in response to the violent rebellions of 1837–38. The Durham Report (1839) laid out the guidelines to create the new colony with the Act of Union in 1840. The Province of Canada was made up of Canada West (formerly Upper Canada) and Canada East (formerly Lower Canada). The two regions were governed jointly until Confederation in 1867. Canada West then became Ontario and Canada East became Quebec.

Rebellions of 1837–38

In 1837 and 1838, insurgents in Upper and Lower Canada led rebellions against the Crown and the political status quo. The revolt in Lower Canada was more serious and violent than the rebellion in Upper Canada. However, both events inspired the pivotal Durham Report. It led to the Act of Union, which merged the two colonies into the Province of Canada. It also resulted in the introduction of responsible government. These were critical events on the road to Canadian nationhood.

Rebellion in Upper Canada

The 1837 rebellion in Upper Canada was a less violent, more limited affair than the uprising earlier that year in Lower Canada. However, its leaders, including William Lyon Mackenzie, were equally serious in their demands. They wanted democratic reform and an end to the rule of a privileged oligarchy. The rebellion itself failed, but its very failure helped pave the way for moderate and careful political change in British North America. This included the union of Upper and Lower Canada into the Province of Canada and the eventual introduction of responsible government.

Province of Canada (1841-67)

In 1841, Britain united the colonies of Upper and Lower Canada into the Province of Canada. This was in response to the violent rebellions of 1837–38. The Durham Report (1839) recommended the guidelines to create the new colony with the Act of Union. The Province of Canada was made up of Canada West (formerly Upper Canada) and Canada East (formerly Lower Canada). The Province of Canada was a 26-year experiment in anglophone-francophone political cooperation. During this time, responsible government came to British North America and expanded trade and commerce brought wealth to the region. Leaders such as Sir John A. Macdonald, Sir George-Étienne Cartier and George Brown emerged and Confederation was born.

The Great Coalition of 1864

The politics of the Province of Canada in the early 1860s were marked by instability and deadlock. The Great Coalition of 1864 proved to be a turning point in Canadian history. It proved remarkably successful in breaking the logjam of central Canadian politics and in helping to create a new country. The coalition united Reformers and Conservatives in the cause of constitutional reform. It paved the way for the Charlottetown Conference and Confederation.

Lower Canada

Lower Canada was a British colony from 1791 to 1840. Its geographical boundaries comprised the southern portion of present-day Quebec. In 1791, Britain divided the Province of Quebec into Upper Canada and Lower Canada. (See: Constitutional Act 1791.) Britain had followed a similar policy of territorial division twice before. Prince Edward Island was detached from Nova Scotia in 1769. The provinces of Cape Breton and New Brunswick were created in 1784 in response to the wave of Loyalist immigration (which also occurred in Quebec). In 1841, Upper Canada and Lower Canada were renamed Canada West and Canada East, respectively. They were united as the single colony of the Province of Canada.

Cree Language

The Cree language (also called Cree-Montagnais-Naskapi) is spoken in many parts of Canada, from the Rocky Mountains in the west to Labrador in the east. Cree is also spoken in northern Montana in the United States. Often written in syllabics (i.e., symbols representing a combination of consonant and vowel, or just a consonant or vowel), Cree is one of the most widely spoken Indigenous languages in Canada. In the 2016 census, 96,575 people reported speaking Cree.

History of Settlement in the Canadian Prairies

The Canadian Prairies were peopled in six great waves of migration, spanning from prehistory to the present. The migration from Asia, about 13,300 years ago, produced an Indigenous population of 20,000 to 50,000 by about 1640. Between 1640 and 1840, several thousand European and Canadian fur traders arrived, followed by several hundred British immigrants. They created dozens of small outposts and a settlement in the Red River Colony, where the Métis became the largest part of the population. The third wave, from the 1840s to the 1890s, consisted mainly but not solely of Canadians of British heritage. The fourth and by far the largest wave was drawn from many nations, mostly European. It occurred from 1897 to 1929, with a pause (1914–22) during and after the First World War. The fifth wave, drawn from other Canadian provinces and from Europe and elsewhere, commenced in the late 1940s. It lasted through the 1960s. The sixth wave, beginning in the 1970s, drew especially upon peoples of the southern hemisphere. It has continued, with fluctuations, to the present. Throughout the last century, the region has also steadily lost residents, as a result of migration to other parts of Canada, to the United States, and elsewhere.

English Canadians

The English were among the first Europeans to reach Canadian shores. Alongside the French, they were one of two groups who negotiated Confederation. The expression "English Canadians" refers to both immigrants from England and the Loyalists in exile after the American Revolution and their descendants. According to the 2016 Census of Canada, about 18 per cent of the Canadians consider themselves to be of English origin.

Health of Indigenous Peoples in Canada

Prior to colonization, Indigenous peoples possessed rich and diverse healing systems. Settlers’ introduction of new and contagious diseases placed these healing systems under considerable strain. Europeans also brought profound social, economic and political changes to the well-being of Indigenous communities. These changes continue to affect the health of Indigenous peoples in Canada today. Pit House

A pit house is a type of dwelling historically used by various Indigenous peoples living in the Plateau region of Canada. Partially built into the ground, pit houses provided warmth and shelter during the winter season. While pit houses no longer serve as common dwellings, they retain cultural significance for many Indigenous peoples. Aboriginal Peoples Television Network (APTN)

Aboriginal Peoples Television Network (APTN) is the world’s first Indigenous national broadcaster dedicated to Indigenous programming. First broadcast on 1 September 1999 in Winnipeg, Manitoba, APTN provides various content, including news, dramas and documentaries. Aimed at diverse audiences, APTN offers programming in Indigenous languages, English and French. It broadcasts into more than 11 million Canadian households and businesses, a significant portion of which are located in remote areas. APTN mainly generates revenue for operations through subscriber fees, advertising sales and partnerships.

Assembly of First Nations

The Assembly of First Nations (AFN) is a political organization representing approximately 900,000 First Nations citizens in Canada. The AFN advocates on behalf of First Nations on issues such as treaties, Indigenous rights, and land and resources. The AFN's Chiefs assemblies are held at least twice a year, where chiefs from each First Nation pass resolutions to direct the organization’s work. There are over 600 First Nations in Canada.

Women on Canadian Banknotes

Though Queen Elizabeth II has appeared on the $20 bill since she was eight years old, identifiable Canadian women have only appeared on a Canadian banknote once. In 2004, the statue of the Famous Five from Parliament Hill and Olympic Plaza in Calgary, and the medal for the Thérèse Casgrain Volunteer Award were featured on the back of the $50 note. They were the first Canadian women to appear on our currency. However, in 2011, they were replaced by an icebreaker named for a man (see Roald Amundsen). The new bill was part of a series of notes meant to highlight technical innovation and achievement, but the change sparked controversy. Other than the image of a nameless female scientist on the $100 note issued in 2011, and two female Canadian Forces officers and a young girl on the $10 bill issued in 2001, Canadian women were absent from Canadian bills.

On 8 March 2016, International Women’s Day, the Bank of Canada launched a public consultation to choose an iconic Canadian woman who would be featured on a banknote, released in the next series of bills in 2018. More than 26,000 submissions poured in. Of those, 461 names met the qualifying criteria, and the list was pared down to a long list of 12 and finally a short list of five. The final selection will be announced on 8 December 2016.

Marriage in Canada

Marriage remains one of the most important social institutions in Canada, but overall the marriage rate is declining and the traditional portrait of a family is being transformed. In 2016, 65.8 per cent of Canadian families were headed by married couples — down from 70.5 per cent in 2001, according to Statistics Canada. In 2011, for the first time in Canadian history, there were also more single-person households than couple households with children, a trend that was again reflected in the 2016 census.

Doukhobors

Doukhobors are a sect of Russian dissenters, many of whom now live in western Canada. They are known for a radical pacifism which brought them notoriety during the 20th century. Today, their descendants in Canada number approximately 20,000, with one third still active in their culture.

Igloo

Igloo (iglu in Inuktitut, meaning “house”), is a winter dwelling made of snow. Historically, Inuit across the Arctic lived in igloos before the introduction of modern, European-style homes. While igloos are no longer the common type of housing used by the Inuit, they remain culturally significant in Arctic communities. Igloos also retain practical value: some hunters and those seeking emergency shelter still use them. (See also Architectural History of Indigenous Peoples in Canada.)
